Capital Projects

Capital Projects is responsible for programming 5+5 Capital Improvement Program (CIP) by managing and delivering large-scale reconstruction and new construction projects of Houston Public Works existing roadway, drainage, water, and waste-water facilities. Capital Projects service-line is committed to managing and delivering these critical projects that are maintained and operated by the Transportation and Drainage service-line, and Houston Water service-line. To accomplish this, the Capital Projects service-line is comprised of six delivery-lines: Facilities, Infrastructures, Real Estate, Technical Services, CIP Programming, and Project Support Services.

CIP Programing

David WurdlowDeputy Assistant Director

  • Manage 5+5 CIP appropriation and funding in coordination with other delivery-lines.
  • Monitor and report on the CIP.
  • Seek grant funding for infrastructure projects.
  • Annual budget, personnel, purchasing services of Capital Projects service-line.
  • Involved in the infrastructure needs identification, assessment and long-range planning.

Facilities

R. Jeff Masek, P.E., CCM Assistant Director

  • Primarily manage and deliver CIP projects of water purification plants and waste-water treatment plants including large-diameter water and waste-water lines design and construction.
  • Manage preliminary and final engineering design, construction management, and inspection contracts.
  • Manage construction awards for large-scale CIP projects.
  • Secondarily participate in planning and identification of future CIP projects.
  • Construction management, administration and inspection services of large-scale CIP projects.
  • Construction phase appropriations.
  • CIP project acceptance and close out actions.

Infrastructure

Juan Chavira, P.E., PMP, CEM Assistant Director

  • Primarily manage and deliver roadway, small-diameter water lines, waste-water lines, and storm drain design and construction of large-scale CIP projects.
  • Manage preliminary and final engineering design, construction management, and inspection contracts.
  • Manage construction awards for large-scale CIP projects.
  • Geographical Information & Management System (GIMS)
  • Secondarily participate in planning and identification of future CIP projects.
  • Construction management, administration and inspection services of large-scale CIP projects.
  • Construction phase appropriations.
  • CIP project acceptance and close out actions.
 

Project Management Office

Jody Craze, PMP, CCM Deputy Assistant Director

  • Facilitate data gathering, planning, management, and analytical processes to improve positive project outcomes.
  • Creates, compiles, and centralizes procedures, processes that impact project management within the Service Line.
  • Provide and manage tools that assist in efficient and effective project management and research the necessity of future tools.
  • Centralize the communication of information in formats that assist effective governance, management, and decision making. Centralizes the sharing of information between Departments, Delivery Lines, and Service Lines.
  • Report and assure measures of project performance, schedule, and budget are at an acceptable level of risk.
  • Provide a coordinated approach to the development and delivery of infrastructure.
  • Point of reporting and assurance.
  • Provide technical training within the Service Line.

Project Support

Cheryl Harris, Deputy Assistant Director

  • Manage administrative support to other delivery-lines in hiring, daily operation, and documentation of projects.
  • Manage RCA process for all CIP related items for Houston Public Works.
  • Manage professional services solicitation process for Houston Public Works.
  • Manage construction contracts review and award process.
