Capital Projects is managed by Deputy Director Carol Ellinger Haddock, P.E. and is responsible for the rehabilitation, reconstruction and new construction or expansion of our city’s infrastructure. To accomplish this, the division is comprised of six branches: Construction, Engineering, Infrastructure Planning, Real Estate, Geo-Environmental and Programming & Support Services.

Construction

Joseph Myers, P.E., Senior Assistant Director

  • CIP project construction management, administration and inspection services
  • Construction phase appropriations
  • CIP project acceptance and close out actions

Engineering

Ravi Kaleyatodi, P.E., Senior Assistant Director

  • Engineering design phase contract negotiations, appropriations, project management and administration
  • Construction advertisement and project award. CIP updates for street, traffic control and storm water drainage facilities
  • Project coordination with Harris County, Fort Bend County, Metro, Texas Department of Transportation and Houston-Galveston Area Council

Infrastructure Planning

Paresh Lad, Acting Assistant Director

  • Infrastructure needs identification, assessment and long range planning
  • Candidate projects (pre-engineering) for future CIPs

  • Construction materials testing for quality assurance
  • Investigation of potential environmental hazards
  • Review of geotechnical and environmental reports and proposals during project design 

Programming & Support Services

Roel Garcia, J.D., Assistant Director

  • Monitor and report on CIP
  • Seek grant funding for infrastructure projects
  • Community responses for 3-1-1 & Super Neighborhood service requests
  • Annual budget, personnel, purchasing and administrative services
