Business Services Branch

The Business Services  Branch provides a variety of support, including operations support, budgeting, accounting and administrative services to Houston Public Works, Houston Water, engineering contractors, other City of Houston departments and citizens. These services are supported through three (3) primary areas:

Finance and Procurement

Financial Planning Services consists of the Accounting and Budget, Materials Management and Records Management Sections. The Accounting and Budget Section manages the Houston Water annual Fiscal Year (FY) budget. It administers over $300 million of operations, maintenance and capital equipment expenditures and ensures compliance with all applicable city, state and federal policies and procedures. The Materials Management Section processes the purchase orders, and purchasing card transactions in accordance with established City guidelines in order to procure the necessary supplies and services required to support operating activities. The Contracting Section provides contract support to the operating branches in Houston Water by insuring that all professional services are authorized, allocated, and paid according to the service contract and City policies.

Operations and Programs Support

Operations and Programs Support handles the Central Operations Section, which involves the 24/7 call center consisting of dispatch and customer service representatives, who work on 311 service requests, permits and work orders for water leaks/breaks, wastewater stoppages/repairs, legal claims and responses to constituents. It also encompasses the Restoration Section, which restores streets, yards, driveways, etc., after utility repairs are made. In addition, the Research and Development Section is responsible for streamlining processes to include but not limited to technology and personnel processes. Operations and Programs Support also includes the Communications Section, which handles internal and external communications via Houston Water’s website, intranet, newsletter, collateral and outreach programs. The section also includes Workforce Development, which recruits, refers and hires Houston Water’s workforce, the WaterWorks Education and Outreach Center that educates the public on our water resources and Fats, Oils and Grease (FOG) in our wastewater system through the Protect Our Pipes outreach program and TCEQ state licensing trainers.

Geographic Information Systems (GIS)

The Geographical Information Systems Section's (GIS) Data Management Group creates and maintains geospatial data for the City’s water distribution and wastewater collection systems. The Applications Group focuses on data analysis and the implementation of GIS technology and its capabilities. The GIS Technology Group develops preventative maintenance schedules and designs facility master plans that help support operating budgets. Availability of the data and data mapping, supports decision-making regarding the maintenance and planning of infrastructure facilities.
