PLANNING AND ENGINEERING SECTION
The Planning and Engineering Section is responsible for the following tasks:
- Capital improvement projects support
- Operation and maintenance contracts management
- Regulatory compliance support
- Odor control program management
- Process optimization
Capital improvement project support involves tasks such as developing project scopes, participating in consulting engineer selection, attending monthly project review meetings, and reviewing conceptual and preliminary design documents, as well as project manuals. This effort also involves participating in construction progress meetings and substantial completion inspections.
Wastewater operations and maintenance contract management involves administering contracts such as treatment chemical supply, refuse disposal, and biosolids reuse.
Regulatory compliance support involves coordinating regulatory affairs (e.g., non-compliance and emission inventory reports), managing regulatory compliance and biomonitoring contracts, and managing the storm water inspection program. This effort also involves coordination with the Mayor’s regulatory compliance group. This group addresses issues such as carbon credits, NOx credits, emission factos, etc.
Odor control program management includes responding to customer complaints, monitoring and optimizing the performance of odor control facilities (including 12 carbon/bioscrubber air treatment units and 26 chemical feed stations), and managing odor control chemical supply contracts.
Process optimization efforts include working with the Wastewater Facilities Operations and Maintenance Section to optimize the performance of various treatment plant process units and providing assistance in complying with regulatory requirements. |
