The City of Houston provides water and wastewater service to those areas inside or close to its corporate limits. Only businesses or individuals who receive water or sewer service directly from the city are its customers.   

A few areas inside the City have their own private water districts, as do most nearby cities.  Residents of the major suburbs receive services from their own towns or utility districts.  Contact the district or your city’s government for more information.  Utility Customer Service (UCS) may bill apartments or townhome associations for service, who then bill their residents individually.  If you are billed by your apartment or townhome association, UCS cannot answer questions about your individual water bills.
