<p>Houston’s Cross Connection Control Program (CCCP) strives to maintain the quality of water provided to all our customers by reducing the risk of contamination and/or pollution of the City of Houston’s public water systems. To accomplish this, the CCCP works to ensure that proper backflow prevention is set in place and maintained as required by state and local regulations for all cross-connections. The program conducts investigations at facilities where potential cross-connection hazards exist, educates the public about cross connection control, and enforces state and uniform plumbing code requirements regarding backflow prevention. The program requires the installation, maintenance, and annual testing of backflow prevention assemblies on cross connections or for proper air gaps to be in place to eliminate cross connections.</p>
<p><strong>What is a Cross Connection?</strong></p>
<p>A cross connection is a link that can either be direct or indirect between potable and non-potable water/plumbing systems. Contaminants and pollutants can enter the drinking water supply through cross connections when a backflow event occurs affecting the drinking water quality and presenting a serious threat to public health. Some cross connections can be eliminated through an air gap between potable water and non-potable water systems, but some connections can be inevitable. In situations where cross connections must exist, backflow prevention assemblies must be installed and maintained to protect from hazards entering the location's plumbing and the City’s drinking water supply. The type of hazard at hand will determine the type of backflow prevention assembly required to be installed. <p><strong>Water Customer’s Cross Connection Control Responsibilities</strong></p>
<p>Houston water customers are required to have the proper backflow protection depending on the severity of the hazard. All cross connections must have the proper backflow prevention assemblies installed and properly maintained. State Rules and Regulations and the City of Houston Plumbing Code, mandate testing the backflow preventer assemblies at the time of installation, repair, relocation, and annually thereafter. Failure to comply with these requirements will result in citations being issued with fines of up to $2,000 per day and the risk of potential suspension of water services.</p>
<p>All backflow prevention assembly testing must be completed by a TCEQ-licensed tester listed on Houston’s Cross Connection Control Program Backflow Testing Company List. This is updated monthly and can be found on the right panel of this page.<br /> </p>

A ticket will be generated and staff will investigate by taking the pressure at the nearest public asset to the location, which is typically a fire hydrant. <p class="coh-style-hpw-body-text-">The City provides a minimum of 35 psi (pounds per square inch) during normal operating conditions, and 20 psi during emergency conditions. The public water supply pressure is measured upstream of meters, and typically at fire hydrants. The water pressure that the customer will experience inside their private property premise plumbing, which is downstream of the public supply, will be less than the pressure that the City provides as there is pressure loss as water travels across appurtenances such as meters, backflow preventors, bends, offsets, and elevations. Currently, customers on the east side of the City typically have a mix that is higher in surface water and customers on the west side of the City have a mix that higher in well water. Because the City’s system is interconnected, these ratios cannot be known for any given specific area. The City’s service area also includes some areas that are outside of the main system, largely around the Lake Houston area, that are served exclusively by well water. </p>
<p class="coh-style-hpw-body-text-">The City has scoped several projects, currently in different phases, that will increase the use and availability of surface water throughout the entire City service area. </p>

<p>Every five years, the U.S. Environmental Protection Agency (EPA) implements the Unregulated Contaminant Monitoring Rule (UCMR). The purpose of UCMR is to collect data from utilities like Houston Public Works about contaminants that may be present in drinking water. The EPA uses this data to decide if specific contaminants occur at frequencies and concentrations high enough to be regulated in the future.</p>
<p>Trace amounts of naturally occurring or man-made substances can sometimes find their way into drinking water supplies, and not all are currently regulated by EPA.</p>
<p>The current analytical methods can detect contaminants at trace levels, but the presence of trace levels does not necessarily pose a safety concern. UCMR testing is part of the federal Safe Drinking Water Act.</p>
<p><strong>UCMR5 Testing</strong></p>
<p>Five of the City of Houston's water systems are participating in the EPA’s fifth round of UCMR testing, known as UCMR5, which requires us to monitor for 30 chemical contaminants using analytical methods approved by EPA. It can be a lengthy process to set drinking water regulations, but it is important that EPA completes its thorough, scientific process to fully understand the potential health impacts, maximum contaminant levels, analytical methods, and treatment methods to provide public utilities with proven, consistent standards.</p>
<p>The City of Houston tests for contaminants including 29 per- and polyfluoroalkyl substances (known as PFAS) and lithium. Testing will take place during the 2023 and 2024 calendar year. Updated results will be made available on a quarterly basis as they are available. For more information on PFAS, click <a href="/sites/g/files/nwywnm456/files/005-pfas_faq.pdf">here</a>.</p>
<p>The EPA announced a proposed new drinking water regulation for six PFAS compounds. This regulation, when final, would establish Maximum Contaminant Levels (MCLs) of 4 parts per trillion (ppt) for PFOA and PFOS as individual contaminants, and for four others (PFNA, PFHxS, PFBS and HFPO-DA) as a mixture, limited to 1 ppt. The proposed “mixture” MCL of the other four compounds is set at a Hazard Index of 1.0.</p>
<p>This will be determined by a calculation shown in the table below. It's important to keep in mind that no health standards (for example, maximum contaminant levels) have been established at the present time for any of these unregulated contaminants. The levels listed on these proposed standards are not final and may ultimately change.</p>
