This section manages all development in the flood plain of the City of Houston by reviewing, issuing permits, monitoring and inspecting construction activities as required by the City of Houston Code of Ordinances.

Rules and Regulations for Chapter 19, Guidelines is the supplemental document to Chapter 19, “Flood-Prone Areas” of the City of Houston Code of Ordinances. Additional information regarding how the Floodplain Management Office interprets Chapter 19 of the Ordinance can be found within these Guidelines. Effective February 1, 2008a revised Chapter 19 Ordinance is in effect for properties located within the floodplain.

The Floodplain Management Office maintains an archive of historic Flood Insurance Rate Map (FIRM) panels that are no longer “effective” as determined by FEMA. To access the maps in pdf format, click on the following link:  Historical FIRM Panels
