In accordance with City of Houston, Code of Ordinance 2004-299, Water and Sewer Rates are adjusted annually based on the increase in costs in the region. A 2.8% adjustment (based on the Consumer Price Index) will take effect April 1, 2007 and will allow the City to deal with rising costs without having to cut back on services. This adjustment is also key in funding investments to prevent flooding in our neighborhoods, to rehabilitate aging water and sewer lines and to safeguard the security of our water supply.
For some classes, the minimum charge is affected by the meter size. For all classes that include sewer, the consumption used to determine the appropriate sewer charge is the same as that for water.
Adjusted rates will appear on customer bills starting in May 2007.

These customers take their water from Non-City of Houston wells. Rates are set according to their "actual" class, meaning residential, multi-family, and commercial, etc.
Effluent Accounts - TU 62

Industrial is only a sewer class/rate, but may be considered a sub-type of Commercial. There is no such thing as an "industrial or remedial water rate". Non-remediation accounts (TU 21-39) usually serve a commercial facility of some type, so the water rates shown above are a combination of the standard and light commercial rates. Remediation accounts (TU 63) are temporary sewer accounts set up during environmental clean-ups. These never have water charges.
Additional surcharges for industrial waste (sewer accounts) are determined by a special formula as mandated by City of Houston, Code of Ordinance §47-143. Questions on calculating accounts or regarding prohibited discharges, contact Wastewater Branch at (281) 575-2833.
