1. Who does the City serve?

The City of Houston only provides water and sewer service to those areas inside its corporate limits or sometimes within a few hundred feet. A few areas inside the City have their own private water districts. Some people pay water bills to their apartment or town home association, which then pays the City. These residents are not city customers. The City of Houston does not serve Pasadena, Bellaire, Friendswood, Cinco Ranch, Katy, Humble, or other municipalities.
