The Materials Management Branch, led by Acting Assistant Director David Guernsey, is responsible for the processing and coordination of all procurement and contract-related activities as well as warehousing and distribution of all general inventory items for the department.

The branch facilitates purchases ranging from pipes for restoration of sewer lines to computers and traffic signs. To promptly obtain goods and services, the department utilizes in excess of 800 commodity and service contracts. The branch is divided into three functional sections: Procurement; Contract Management, and Warehousing and Distribution.

Procurement Section personnel support all divisions, division storerooms and Department warehouses with the procurement of commodities, parts, materials and services. The section works with all field and inventory control employees in the procurement and materials handling cycle to ensure the receipt of goods and services. These employees handle in excess of 16,000 requisitions annually for materials and services. The section maintains inventories at 23 warehouse sites in support of Department operations.

The Contract Management Section is responsible for the review development, management and renewal of contractual agreements for commodities, professional and non-professional services, high technology equipment, and light construction. Theses employees coordinate the solicitation of formal bids and Requests for Proposals through the Finance & Administration Department. They attend pre-bid conferences and are responsible for the preparation of bid review and award recommendation documents. These employees also coordinate with F&A and other city departments in processing Requests for Council Action (RCA's) and all appropriate documents for the execution of contracts.

The Materials Management Branch has the responsibility for warehousing and distribution of general and automotive inventory items, from cradle-to-grave, for the department. For the year ending FY2003, the inventory consist of 21,568 line items valued in excess of $20,100,765. Two central depots serve as staging locations for inventory that is distributed to a network of ten general supply warehouses, nine automotive warehouses and four storerooms located throughout the City. The inventory consists of a variety of items, e.g. pipe, valves, fittings, office and janitorial supplies, etc.
