Most services can be handled by phone, the internet, and e-mail. Utility Customer Service makes several options available to those who need to pay their bills.
- Customers can pay online, review their accounts, and receive their bills by e-mail by going to www.houstonwaterbills.org and signing up for these services.
- The convenience of automatic bank drafting is available. Click here for more information .
- Payments may also be made at over 300 area grocery stores.
- “Check by phone” payments may be made by calling Utility Customer Service at 713 371-1265. Please have your City of Houston account number and checkbook available. There is no fee for this service, but your utility account will be charged $24.00 if the payment is not honored by your financial institution for any reason including customer entry error.
- You can use the handy return envelope.
- UCS expects to begin accepting credit cards within the next few months. Until then, customers who desire to pay by credit card will have to use Western Union’s Quick Collect service. Western Union charges a fee for this service.

The City of Houston Utility Customer Service makes available an automatic bank draft for customers who want additional convenience in paying their bills. Each month you will be sent an invoice, which will inform you of the amount of your bill, and the date of draft, which will be approximately three weeks later.
To apply, fill out the application, attach a voided check, and mail it back to our office. Continue paying your bill normally until you see the message "Bank draft in effect--do not Pay" on your bill. It's as simple as that.
