altPWE LogoThe Right-of-Way and Fleet Maintenance Division (ROWFM), headed by Deputy Director Eric K. Dargan, is responsible for the safe operating condition of city streets and bridges, drainage ditches and storm sewers, and vehicle maintenance. The Division is headquartered at 611 Walker, with maintenance facilities located throughout the city to better serve the community. The division's operating budget is approximately $96 million with over 900 personnel.  It funds all personnel, supplies, and capital equipment needed to operate and maintain the infrastructure of the fourth largest City in the United States.  The division consists of the following Branches: Administrative, Storm Water Maintenance, Street and Bridge Maintenance, and Fleet Maintenance. The Right-of-Way and Fleet Maintenance Division also receives, dispatches, investigates, and responds to 3-1-1 requests, and maintains the 24/7 dispatch/hotshot operation responding to urgent ROWFM requests.


The Administrative Branch, led by Deputy Assistant Director Howard Hilliard, directs the daily operations of the Division's Payroll, Information Technology, 3-1-1, Personnel, and Budget sections.

The Storm Water Maintenance Branch, led by Assistant Director Arthur D. Kidder, Jr., directs the daily operations of the Road Side/Off Road Ditch Maintenance, Storm Sewer Maintenance, and the NPDES (National Pollutant Discharge Elimination System) sections.

The Street and Bridge Maintenance Branch, led by Assistant Director Tracy Wingate, directs the daily operation of the Bridge Maintenance, Specialized Maintenance and the General Maintenance sections.

The Fleet Maintenance Branch, led by Assistant Director Carl Bowker, maintains vehicles and equipment for seventeen City departments. The Branch supports over 5,100 vehicles and equipment from sedans to heavy construction bulldozers. Maintenance shops are co-located with Utility Maintenance quadrants along with two central locations and a satellite shop for heavy equipment. Mr. Bowker also serves on the Mayor's Clean Air Committee as the Department of Public Works and Engineering.
