Q. I need culverts set for a driveway. How do I get this done?
A. Call 3-1-1. Before any work is done, a permit must be purchased
through the One Stop Permitting office at 3300 Main St. The phone number
is 713.535.7550. There are different requirements for Commercial, Residential,
or multiple driveways. The customer is responsible for purchasing the
culvert, having it delivered to the site, and having it set. There
are minimum size requirements for culverts. The city does not set culverts.

Q. The curbs in my neighborhood are cracked and broken. How can I
get them repaired.
A. Unless
damaged through city operations, City Ordinance (Sections 40-83
through 40-85)
states that curb repair is the property owner’s
responsibility. Call 3-1-1. A service request prompting an investigation
of the matter will be issued.

Q. How do I get the ditch in front of my house covered?
A. This
is not a service the city provides. The property owner must obtain
a permit from Storm Sewer Engineering. The phone number is 713.837.7125.
The property owner must purchase the culverts and hire a contractor
to complete the work.
Property
owners are responsible for basic maintenance of ditches adjoining
their property. This includes weed mowing and trash/rubbish removal.
However, if there is a drainage problem the property owner may, contact
3-1-1 and request an investigation by the Storm Water
Branch.

Q. I need my driveway repaired. How do I get the City to repair it?
A. A service request will be issued to the Street & Bridge Maintenance Branch for investigation. If it is determined that a city related utility line (i.e., storm sewer, water or wastewater line) is the cause of the problem, the repairs will be made. If there is no city related line involved, then the repair of the driveway becomes the property owner’s responsibility (City Ordinance Sec. 40-83 through 40-85).

Q.
How do I get the weeds mowed
(1) along the right-of-way?
(2) On
the easement behind my property?
A.(1) Mowing is scheduled along major thoroughfares twice a year (Mowing Schedule/Map). Property owners’ are responsible for weeds on their property all the way to the street or curb line, including any roadside ditches, on all sides of the property. Alleys and unimproved rights of way are the responsibility of the abutting property owner.
A. (2) Call 3-1-1. The Street & Bridge Maintenance Branch mows drainage easements along major ditches, which are most often found behind houses. If it is determined that Harris County Flood Control maintains the reported area, the request will be forwarded to them for action. Unimproved rights of way are the responsibility of the abutting property owner. Pipeline or power company easements should be referred to those entities.

Q. There is a pothole on my street that needs to be repaired?
A. Call 3-1-1. Potholes are repaired by the Right-of-Way Maintenance
Branch. A service request will be issued and the pothole repaired.
Their dispatch and hotshot section is staffed 24 hours a day, 365 days
a year to handle routine minor repairs. Supervisors are on call to
investigate requests of a more serious nature.

Q. How do I get the roadside ditches on my street cleaned/regraded?
A. Call
3-1-1. Roadside ditch cleaning, regrading, and culvert flushing requests
are handled by the Right-of-Way Maintenance Branch. A service
request will be issued and the request investigated.

Q. My sidewalk is cracked and broken. How do I get it repaired?
A. Call
3-1-1. A service request will be issued to the Right-of-Way Maintenance
personnel and the request will be investigated to determine
if a city utility line (i.e., storm sewer, water line or wastewater
line) is causing the problem. If this is the case, the city will make
the repairs. If there is no city-related problem, then City Ordinance
(Sections 40-83 through 40-85) states that repair/replacement of sidewalks
is the property owner’s responsibility.

Q. How do I get the storm sewers in my neighborhood cleaned?
A. Call
3-1-1. Requests for storm sewer cleaning and repairs are handled
by the Storm Water Maintenance Branch. A service request will
be issued and the request investigated. If necessary, the storm sewer
inlets and lines will be scheduled to be cleaned.

Q. How do I get the alley behind my home repaired?
A. Call
3-1-1. A service request will be issued and the location will be
investigated
by the Right-of-Way Maintenance personnel. If the alley is improved for public use, repairs will be made to potholes only. .

Q. My street floods. How do I get something done about this problem?
A. Call 3-1-1. A service request will be issued to the Strom Water Maintenance Branch and the request investigated.
Areas served by storm sewer may be scheduled for inlet cleaning and
to have the system jet rodded depending on the results of the investigation.
Areas served by roadside ditch may be scheduled to have the driveway
culverts flushed and cleaned. The area may need to be surveyed and
the ditches regraded, again depending on the results of the investigation.
If maintenance of the existing drainage facilities fails to improve
drainage in the area or there is no physical problem found with the
system, there may be a capacity problem. Such cases are referred to
storm sewer engineering personnel in the Capital Projects Division
for further investigation and definition of possible improvements.

Q. How do I report a tree down in the street (storm related)?
A. Call
3-1-1. Storm related debris, including trees, in City of Houston
rights-of-way (ROW) is removed by the Right-of-Way Maintenance
Branch. A service request will be issued and a crew dispatched.

Q. How do I get street lights repaired?
A. Call
3-1-1 with the location (street name and block number) and pole number
of the light that is malfunctioning. The information will be reported
to CenterPoint Energy who owns and maintains all street lights in
the
City of Houston.

Q. I have standing water in front of my house? How do I get something
done about this problem?
A. Call
3-1-1 and give the operator the location and the type of problem.
If water is standing in the gutter
line, then maintenance/repair becomes the abutting property owner’s
responsibility pursuant to Article III (Sections 40-83 through 40-85)
of the City Code of Ordinances which stipulates that the construction,
reconstruction, repair or regrading of sidewalks, driveways, curbs,
and gutters are the responsibility of the abutting property owner.
If water is standing in the ditch and regrading or flushing the ditches
and/or culverts will resolve the problem, a service request will be created and that work will be completed in 90 days.
