Darien HeltonThe Employee Relations Section, led by Human Resources Manager Darien Helton, is committed to improving the quality of services provided by the Department of Public Works and Engineering through motivating and recognizing employees, resolving conflicts, encouraging diversity and promoting equity. 

The section interacts with a variety of organizations both inside and outside the department. Major functions include: Employee Drug and Alcohol Testing Program, the administration of employee grievances and concerns, the Superior Performance Program, the School to Work Program and the Equal Employment/Outreach Program.

The Equal Employment/Outreach Program reaches individuals throughout the community, ranging from minority and disadvantaged business groups to students from local universities. The goal is to support the city’s efforts toward diversity in employment and access to services as well as access to business opportunities with the city. 

By maintaining a strong School-to-Work Program, the section is able to support all facets of the department while benefiting students from local colleges and universities. The School-to-Work Program provides an excellent opportunity for college students to obtain practical experience before graduation. 

This branch is also responsible for tracking the recently implemented pilot program referred to as the Superior Performance Program (SPP). The SPP establishes a method of encouraging good performance, as well as a system for administering corrective action, while emphasizing the employee’s responsibility to solve his or her problem. The new program provides steps to manage the everyday problems of absenteeism, performance and behavior while working with the employees to encourage positive changes and taking personal responsibility.
