Effective Date: July 1, 2006 -- Projects that were submitted with complete construction plans prior to this date, but not yet sold will be sold at the previous fees

Goals & Expectations: Our goal is to continue providing the citizen's of the City of Houston with excellent service by reducing our plan review time to 11 days on average, starting June 2007.

Summary of changes: The most significant change is the change to basing permit fees on valuation. Remodels have always been priced on valuation, now all building permits for remodels, alterations, and new structures will be determined by valuation. Other permits and administrative fees were increased slightly.

$1,000,001 - $5,000,000 $3,294.50 for the first $1,000,000 plus $2.75 for every additional $1000 in valuation or fraction thereof

Notes:

  1. New single family homes with a valuation of $115,000 or less shall receive a 50 percent discount on permit fees.
  2. A historic building that has been designated by the jurisdiction as a landmark or that is located within a historic district designated by the jurisdiction, or for which designation as a landmark or part of a historic district is pending, shall receive a 50 percent discount on permit fees provided that a certificate of appropriateness issued pursuant to Chapter 33 of the City Code is submitted with the construction documents.

Definitions:

VALUATION. The total cost of construction to the end user, excluding the land purchase costs and the overhead attributed to the land purchase. The value of donated goods and services is included.
